A patch from Taher Alkhateeb for "Exception FileNotFound on startup" https://issues.apache.org/jira/browse/OFBIZ-5089

On startup, I get a FileNotFound Exception from the content component. Upon further investigation I realized there exists a webapp definition for something that does not exist (ofbizHelp).
