Screen displays the error for required parameter contactMechTypeId is missing. When contactMechId is empty the service creates a new contact mech by createPartyContactMech where the contactMechTypeId is validated properly.
Hence, made the service(createWorkEffortContactMech) parameter contactMechTypeId as optional true that was set to false in [OFBIZ-9097|https://issues.apache.org/jira/browse/OFBIZ-9097].
