    Description:
This is not really a bug because IIRW, for historical reason, we handle both in labels management. But this is really a problem when you use the "Validate" option in Eclipse. Because those errors add to others and make complicate to spot important issues in XML code.

These are the XML errors "Validate" option in Eclipse reports:
The value 'zh_TW' of attribute 'xml:lang' on element 'value' is not valid with respect to its type, 'null'
'zh_TW' is not a valid value of union type '#AnonType_lang
