In revision http://svn.apache.org/r1494435 functionalities were added to enable the creation the assoc between an internal organisation and accounting functionalities.

However, now permissions were set on the menu item to create the assoc (PartyAcctgPreference).

This means that everybody with the most basic permissions (VIEW permission) in accounting  is able to see the button and activate it. And create the Accounting preferences for each internal organisation.

This should not be possible.
