After a adrian remark on dev mailing-list, I propose a patch to move some Party help Label from Common to Party.
Previously, i was thinking PortletAttributes was like PortalPage.portalPageName which should be in a unique file for translation, but for PortletAttribute I can use component entity label file for attribute help description.
