Adding localization to Survey Wrapper

Currently, there is no localization available on SurveyWrapper class.
Also templateContext passed to renderTemplate() method of FreeMarkerWorker class does not have a uiLabelMap. Making this available can have i18n on survey templates.

We should also think about submitCaption on Survey entity, which is again does not adhere with i18n.
