Moved the contents of the OFBADMIN and the OFBREQDES spaces to the OFBiz space and put them in the right places (I think).
They can now be found under
https://cwiki.apache.org/confluence/display/OFBIZ/OFBiz+Project+Administration and
https://cwiki.apache.org/confluence/display/OFBIZ/OFBiz+Requirements+and+Designs.
Also did some cleanup and editing.
