We should think about a way on how to visualize and propose the restructure and prune tasks so everyone can review and we have a clear decision base.
I was looking for a way to get the current structure out of confluence to put it in some kind of hierarchy diagram to have a general overview but had no luck so far.
I think the first step would be to agree upon a structure for the home page

I'd suggest to have a clear sub page structure with entry points for the different visitor groups like users, developers and for different informations (technical, processes, contributing etc.).

Another good example is the Apache Camel Website (see right bar)
http://camel.apache.org/. Clear, clustered thematically and easy to overview.
