I'm more to change as less things as possible. So Hans's proposition is fine to me. But I'd put
* Payment Gateway
** Transactions
** Configuration
under Payments. Though I'm actually undecided on this, under Global GL Settings, as Hans proposed, could be also a way...
I'd also put Tax authorities under, as Pierre suggested, a main "Configuration" entry. Actually we could have all configs under it, but I'd keep the other menu entries. So it would eventually be:

# Financial accounts
# Agreements
