I agree that detailed requirements are needed. The issue description does not provide enough information.
Most likely, the multi-tenancy feature will not accommodate what Hans has in mind. I believe what is being proposed here will provide a means to limit a user to a subset of data based upon their relationship to an internal organization and that organization's relationship to various artifacts. This data subset would be a part of the entire user experience, not just reporting.
