Yes, this should be back-ported to 12.04. See here https://fisheye6.atlassian.com/browse/ofbiz/branches/release12.04/applications/order/src/org/ofbiz/order/order/OrderServices.java?hb=true

I don't see this bug on any prior release. The typo was introduced with commit https://fisheye6.atlassian.com/changelog/ofbiz?cs=1300812

Please feel free to re-open and back-port.
