Setting the value of the field 'failIfItemsAreNotAvailable' to 'N' in form 'ListIssueProductionRunDeclComponents' doesn't get processed in target 'issueProductionRunTaskComponents'. This target invokes/executes service 'issueProductionRunTaskComponent', which is in /ofbiz-trunk/applications/manufacturing/script/org/ofbiz/manufacturing/jobshopmgt/ProductionRunServices.xml
