Thanks Pierre,
Unfortunately the problem is bigger than that. When I locally run R12.04 (or later), in French or English, for Manufacturing I get help pages where the help is duplicated in NL locale and also an EN instance. When NL locale is chosen there are 3 instances of the help. I guess it's related to how data are organised because, for instance, the Find Invoices page works correctly in English.
Also we have already OFBIZ-4802, that I reopened. It's there that we should resolve those issues. I close this as a duplicate
